While I cannot comment with any authority on the thinking behind the current approach, I imagine that part of it is that if only tag information was used (as opposed to folders), there could be problems with distinct various artists albums with the same name. Using folders allows these to be distinguished. Of course this is a compromise and, as ceejay says, you can't please everyone all of the time.
