Have you got the Command Line Interface (CLI) plugin enabled? Check Server settings > Plugins > CLI ticked. Also check further down the page that the CLI port number is set to 9090.
This is the most obvious cause of failure to connect. The other may be security - turn off your firewall and try the SlimRemote.
