According to Paypal, the buyer has the option to to file a claim against the transaction and therefore is mediated by them (Paypal) and refund issued if claim is judged valid. I have the claim filed. Not as worried about the $$$ as I am irritated at the proprietors wasting my time. ok, I'm off to purchase some magnet wire and start my own flakey business.
