Ah, yes good old Tiscali and the seduction of a cheap ISP, fantastic until you want to use it. Ive been there, done that, and then changed ISP.
I believe Tiscali and a few others use traffic shaping stuff that can play havoc with the Squeezebox streaming. When using slimserver you now have the option of proxying the stream that may help.
