A feature! There are three kinds of scan you can do: *Complete recscan*, which wipes and rebuilds the database from scratch. As you point out, this is the scan you will probably need to do if you've made major changes to the tags in your existing music.
*Playlist scan*, which scans for new playlists only. *New and Changed Music scan* which scans for new and changed music and adds it to the database, rather than deleting and rebuilding a database from scratch. I didn't find the new and changed scan was too effective at picking up changed music (i.e. where the tags have changed) when I last tried it, but that was v6.5.1 or earlier, so it's probably a lot better now.
