I suppose Project could have undergone a major redesign, but I doubt it.
Last I tried to use it, it couldn't even order tasks properly based on
the resources assigned. I found it to be a glorified picture generator,
not a tool to actually help schedule a project.

I recall some tools from the mainframe or VMS days that knew how to do
what you want. Of course, they weren't GUI-based, and I don't know if
they are still around. Names are lost to the ether...
