Jonathon,

Get together with your project manager.  You need to look at whether
the work you are doing is 1. in the scope of your project and 2.
consistent with the job description for your labor category.  Your
employer may have justification to claim a labor category with a
higher rate for you.  You can show them the info from salary.com
(that's going to be tempered a bit by the fact that you are on an Army
contract, believe me I've been there), it may be there is room enough
on your current rate to up your pay.  Depending on your contract your
customer may not be willing to pay more, in which case your employer
may want to work with you to find another contract with a different
labor category/rate (if your employer does not typically provide IT
services, consider changing employers).  The customer may be happy to
let you go and have someone with fewer quals in your position, or they
may be willing to change the labor category/rate for the position.
Note - if what you are doing is not in scope, there needs to be a contract mod.
