If you haven't already, give the GPLPV ("ParaVirt") drivers for XP a quick try.

VMware tends to be friendlier to Windows, but if you want to stick with
something Linux/Xen-based, you might also consider Citrix' XenServer 5.5. XP
is fully supported on the platform, and Citrix provides their own mature set of
ParaVirt drivers for Windows. I have a customer who moved a batch of old user
XP desktops to a XenServer cluster, and the users are quite happy.

Have you considered one of the web-based services that shows your site rendered
in whatever selection of browsers you request? Let someone else manage the
virtualization for a small monthly fee, and your developers can quickly get the
results they need:
