Can't you just wait a while then press command+f5 to turn VO back on
at the login screen?

the computer twice after the installation finishes. Secondly, it
will turn VoiceOver off if you use the login screen. You can get
around this by waiting a while and then typing enough of your
username to select it. Press Enter to dismiss the Login screen,
type your password and press Enter again. VoiceOver should now
start talking.
