If I remember correctly, it's a plugin to allow you to use voice over  
for speech output (Yeah, I know, new concept) but in this case, it's  
supposed to make it more usable for things like self-voicing text you  
want inserted into a podcast, or playlists or something similar.  Not  
sure why there's need for a separate plugin, perhaps it redirects  
voiceover into the output stream as otherwise, youu'd need to capture  
the system sound instead of just the application you're recording from.
