Thanks for the code. I found that one word added in the right place
fixes this for us. Yes, it would be nice to be able to handle title,
but this is a hack at best. Properly written links still have their
place.
I just added the word assistance after energy in the link and it
works fine but of course, it will probably break their branding.

No, I didn't write anything about the stinking alt attribute (my last
message is below).
Jaws and Window Eyes will by default read the title attribute on
textual links, especially if it is longer than the linked text. This
can help around those ambiguous click here links, but few authors use
title attribute anyway. VoiceOver does not know this trick. Hmm,
should someone submit a feature request?

Visually, it is a light bulb with just the word energy. I think
energy assistance is only on the title attribute of the href.
