Yes. As a matter of fact, it's occurred twice in the last day. I thought it was gone as well, but it seems to have returned.

I've noticed my Dock sometimes stops talking after I leave an application and go directly to the Dock. I can usually get speech back by cycling Vo on and off or pressing the escape key. I know this behavior occured with earlier versions of OS X but thought it had been fixed until the release of 10.4.7. Anyone else seeing this behavior?
