I don't believe so, each of those links goes through to another page. (If have the link in focus, you can come out of the HTML content and down one to the status bar, which shows the URL).
For an example, I would use the Juicy studio article: http://juicystudio.com/article/screen-reader-onmouseover.phpUnder the heading "contents", it has skip links down to other places on the same page.
