In the International pane of System Preferences, click the Languages tab then find the Edit List button and click it. Interact with the table that appears and uncheck all languages except Swedish which is a long way down the table.

No, but it must be the user that wants Swedish. You have to log out for it to take effect. When you log in again it will be in Swedish only.
