Hi Michael,

VO-keys+m takes you to the menu bar. 

one VO-keys+m      puts you at the General Apple menu (shut down, log
out, restart, About your Mac serial number and hardware/software info, etc.)

right arrow from there to get menu options and help for your specific app

two VO-keys+m       puts you in a second set of menus (AirPort, Bluetooth,
Volume setting, Power Saver settings, any International input settings, and
date and time)

you could also right arrow through from the first VO-keys+m to these options

three VO-keys+m    takes you to Spotlight.  There's another shortcut key
sequence, command+space bar, that takes you directly to Spotlight.
You can't arrow right or left from Spotlight, but you can get to Spotlight by 
right
arrowing along the menu bar.
