Drag&Drop only works within a list. You can't move folders from one
place to another. That said, it's useful in System Preferences for
changing the order of languages or keyboard layouts. Anyhow, this is
how it works:
Drag&Drop is a bit messy.
Make sure the mouse is on the item you want to move;
Press VO-Command-Shift-Spacebar to pick up the mouse;
Turn cursor tracking off (VO-Shift-F3);
Navigate to where you want to drop the item;
Move mouse to VO cursor (VO-Command-F5);
Release the mouse (VO-Command-Shift-Spacebar);
Put cursor tracking back on (VO-Shift-F3).
This is the only way I've managed to make it work.
