In Disk Utilities is where you create Partitions and Volumes.
I read the Time Machine help info for the advice to use a dedicated
volume.
In the case of the hard drive I am using, I did the following--
In disk utilities, I selected the drive, then Selected Partitions and
created a few different partitions and Volumes.
Then I named the volumes accordingly.
I have two partitions that are MS DOS 32 and two that are OS X
Extended Journaled. I let the system select the Partition Sizes, I
didn't set them manually.
Giving me four volumes
One of the OS X Extended Journaled Volumes I named so that I would
know it was the designated Time Machine Volume.
Then when I setup Time Machine, I selected that particular volume.
