Hi Ted.
You just need to interact with the heading of the podcast, and
Voiceover will recognize this is a link. Then just do control click or
option command click to download it.

Make sure the mouse cursor is set to follow the keyboard cursor
(this is done through VO Utility options). Having opened the BCT
web site interact with the HTML content and find the heading for the
podcast you want. Interact with it and it is announced as a link.
Interact again with the link and one is in a text box. Now press
control-mouse bar and the shortcut menu opens in which one of the
choices is "Download linked file".
Seemingly, the first time one interacts with the heading there is a
line of text across the screen and the mouse cursor is at about the
middle of the line. However the second time of interaction the text
field is much smaller and the mouse cursor is now at the start of
the line where lies the link, hence the correct shortcut menu is
opened.
