All I did was to check the proper box under Advance Preferences. And
then the menu was available from the menu bar.

Yes, was just about to post this myself. Actually, what I've seen
so far of the develop menu has options that used to be in the debug
menu for the last ver of Safari, with a few changes. For one quick
thing, I've noticed some different options for user agents.
