to import mail, you need access to your "outlook express" folder through Leopard. You can do this in a number of ways depending on your needs and resources. Same with your favorites. You can access them directly thorugh a network, copy them to a portable storage device.
Once you have access to them through leopard, safari and Mail have import capability under the file menu. for outlook express, you will want to make sure you get all your folders. for favorites, you should just be able to import. interestingly enough, in both cases, the resulting imports are not tightly integrated with the rest of the mail/bookmarks.
