Hmm...not sure exactly what you're trying to say, but if I am right,
then I agree, it is a bug. It should work whether or not key echo is
on. Right now it seems to only work if key echo is off.

Ah. Sounds to me like key echo may be the problem. I have key echo
set to off, so my VO never says, "Control," and it works fine. So
that may be the issue. Try with key echo off and see what happens.
VO-V will allow quick changing of that option
