You can do it from the shell this way

open /Applications/TextEdit.app PATH_TO_FILE

so if I wanted to edit my etc/hosts file I would do

open /Applications/TextEdit.app /etc/hosts

That launches TextEdit and opens the /etc/hosts file. Of course your account needs to have rights to make changes to whatever file you open.
