The command they demonstrate is a voice over command and voice over must be 
active to use it so in a way it is demo of vo.

Hate to tell you, but in this video, this is not demonstrating VoiceOver.
This is demonstrating how to select text and have the system voice read it.
It's certainly not demoing the VoiceOver utility.

That is pretty cool.  Too bad the person in the video was dragging and
clicking the mouse cursor to demonstrate all those functions though.
