If you visit the Top Software Picks at www.Lioncourt.com you will find
a program called SmallDVD that is free and totally accessible with
VoiceOver. I use it to make DVD's all the time.

So far, I have tried idvd, and a program called burn. The problem is
that both programs do not let me drag and drop my video files into
them using voiceover.
