Good evening,
You can solve this issue by pressing alt+control+FN key. This will allow the alt+control to work like normal.

Hi All,

Those of you running a windows VM in VMWare fusion,  have you noticed that
the alt+control keys used with any other key doesn't work unless it is a
voice-over command?  Of course this means no alt+control based hotkeys are
available in the windows VM because it seems voice-over is still active and
therefore thinks you are wanting to do a voice-over command when you do
alt+control with a key (option+control).

If you are experiencing this and you have fixed the problem, I'd appreciate
hearing how you managed to fix it.  Thanks in advance,
