That's all it effects, templates. It makes it so you don't have to select a template at the beginning when you start a new document. The view however remains completely uneffected.

I haven't had a chance to look at the new Pages 09 yet, but at a guess, based on Pages 08, open preferences (Command-Comma) and look for an option that says "For new documents" and change the radio button from "Show Template Chooser" to "Use template: Blank".
