I don't use Windows, but the answer is "probably yes". And if this is not 
currently planned, we can bug the developers and probably get it fixed.

I had this same problem on Solaris. I wanted to use the pre-release 
versions, but it required administrator priviledges. I asked the developers 
to make an alternate package that I could install, and they did. :-)

Now, the best you can do is just try out the pre-release and see if you can 
install it. You can download it here:

Try it. If you can't install it, then you should bounce back and we'll show 
you how to file a bug report to get it changed.
