IRC is not a 'program' but a protocol. There are many possible client programs. Just like 'the web' is a protocol, and there are many possible browsers like Firefox, Opera, Safari, Netscape, Mozilla, Galeon, Konqueror... you get it. IRC is a 'chat' protocol.
