The right place to ask about development of spell-checking related things, including spell-checking dictionaries, is the <dev@lingucomponent.openoffice.org> mailing list. You could also look at the lingucomponent project site at <http://lingucomponent.openoffice.org>.
If you want to get involved there, you should subscribe to that list. That ought to be acceptable, as the list is very low volume.
