Until http://sv.openoffice.org/ is operative: 

Go to http://www.openoffice.org/ , and in the green box in the middle of the 
page choose if you want the stable 1.1.4 or the beta version for Openoffice 2.

I use the beta also for "production" at work since some months already, for me 
it is stable (i do not use presentation nor base). I think it is agood idea for 
beginners now to start with the beta so you do not need to relearn some menues.

However, installing the beta need more work as the localised version is not 
ready yet, so you need to patch it to swedish.  

(For some reason there on the beta download page you already can choose Swedish 
version although it does not exist yet.)
So what you do is get the english version; just choose Operating system and 
Site (Or use Bittorrent, see link on right side.)

Edit: localized versions including swedish are actually available at 
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/2.0beta2rc/

Change interface language:
After installing OOo english version, you install the language patch for 
swedish (or other choice).
Current release notes say: "The Localization of the User Interface and the 
Online Help is not complete yet"  (for the current beta)
So you may wait, or try elder pack: myself have earlier had sucess in 
installing a language pack from eralier version on to a later, but no 
guaranteees of course.  As this is new installation you cannot break old work 
anyway -unless you pour coffee on the keyboard while installing... ;)  Language 
packs are found at
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/ Download, 
extract, run setup, done.


Dictionary:
Easiest: use the menu in OOo:
File > Wizards >  Install New Dictionaries for new spell checker

Or: 
Go back beta download page and click dictionaries (Or directly: 
http://lingucomponent.openoffice.org/download_dictionary.html)
Read the red text!
Then maybe you choose "Automated installers"  I prefer to use DictOOo.sxw.
However, (again from current release notes:) "The Dictionary and Font installer 
do not work out of the box. Workaround: make the Dictionary/Font Installer 
document writable (Edit File Button in the main toolbar) and proceed then as 
usual."
I do not know wether that includes the menu choice.
