That's only part of the system. The best way to set this up is, first, a whitelist. If the sender is in your address book or some other such list, then the message is allowed through. It's only if the message fails the whitelist that it is challenged. Either by a math puzzle, a Human Interaction Puzzle (HIP, something that's very easy for a human to do, but very hard for a computer), or a micro-payment, either to the recipient or to a charity, perhaps.

The whole idea is to make sending spam (so that it actually gets in front of your eyes) prohibitively expensive. This system could actually be implemented unilaterally. If Mozilla were to build such a system into Mozilla mail and Thunderbird, it could be advertised as a virtually spam-free email client. Cool.
