I doubt that many (if any) developers read messages posted to this list.
The procedure for reporting bugs or requesting features in OOo
(OpenOffice.org) is to register and log in at:
http://www.openoffice.org/servlets/TLogin (also known as IssueZilla)
Then you can enter new or vote for existing issues.

The feature you propose has already been requested, see:

Wasn't this part of the original StarOffice design? So long ago and so many brain cells ago. :) I do agree that at times it would be nicer than multiple document windows open. Sometimes I have so many documents open that I lose track. Tabs could be nicer at those times.
