As I've seen it: OOo-code is 'first'. Once it's frozen for a release, the building process gets on. Thats different for SO: some more components, and a little faster/earlier ready ;-)
However, this is only knowledge from a sort of smart observation. So see if it's is going to be confirmed - or not...
