A mailing list is for discussing, perhaps deciding if you problem is 
really a bug. The developers do not normally read the mailing lists 
looking for bugs in the wild. 

Issue Tracker is a database of reported bugs, problems, etc., that 
is used by all the developers to keep track of what bugs have been 
reported, their status, who's working on it, etc.
