That's a good idea to split out the HTML editor from Writer, though it might be userful to retain some kind of ability to export to XHTML+CSS.

If you're looking for web editors, then two that are "compatible" ;) with OpenOffice.org are Nvu and Mozilla Composer (now called Seamonkey):
