The default behavior is that the direction of headers/footers are
changed with the direction of the page - of course.
However, I once made a landscape page lay-out, with portrait
header/footer. I think that is what you look for?
I did the trick by using a table and/or a frame, with text direction
changed 90 degr. Something like that.
