Like Alexandro points out, OOo Draw is an option. It's pretty good and getting better. I've used it for posters and diagrams.

I have no idea what MS Publisher is, but guessing from the first response, there might be three more options besides OOo Draw:

+ Scribus
        http://www.scribus.net/
+ Inkscape
        http://www.inkscape.org/
+ Karbon14
        http://www.koffice.org/karbon/

It's also possible to use a combination, creating parts in one and then importing in another playing on the strengths of each application.

Regardless, be sure that the tool(s) you do decide to use support reasonable file formats like Scalable Vector Graphics (SVG) and/or OpenDocument Format (ODF) Otherwise, you may find it difficult to re-use your work at a future date.
