Actually is the other way around, is a megalitic chunk of code that has different represntations in the form of applications. Arguably speaking you could develop more new applications in OOo without needing that much code restock.

However since the question is more on filesystems, the OpenDocument format could be open for many different apps if the apps are coded to workwith the schema. You could have an ODF that just tag a playlist so a media player can get the mp3. Same as a browser could interprate the code into a HtML wihtout much transformation of theoriginal file (odf2html) but the browser will be smart enough to know is an opendocument and recognize the key namespaces. <text:paragraph> -> <p> etc.
