Just to avoid confusion: I am the one who originally mentioned the
plugin incompatibility with Office 97 first, but I'm not the one whose
correspondents are still using Office 97. If you look in the archives,
I simply reported, almost verbatim, what I had heard from a public
officer I had met at a public event, just a few days before this thread
started.

The correspondents of that public officer are employees and managers
of other Public Administrations: they are just doing the best they can
with the very little money they have. The world is full of public
schools, NGOs and local public administrations which barely have the
budget to buy paper, never mind software or even new computers
powerful enough to install (ignoring for a moment inspections and
fines) pirate copies of the latest versions of Windows and MS Office.
