There's some documentation of the issues in the man page for
utilities/ovs-vlan-test.  The problem is actually more complex than I
think you realize and the specific issue that you are running into
(resulting from trunking vlans to VMs) I believe is actually not that
common.  If you have suggestions for improving the documentation,
patches are welcome but I don't think blanket advice to disable
offloading is actually correct for the majority of people.
