As part of the ongoing work to upstream the tunneling code, I was looking at the components not yet there and CAPWAP is one of them. The current implementation is really just the encapsulation format and therefore really not the full protocol. While there were some historical uses of it (primarily hardware support and UDP transport) I believe that these are better provided by VXLAN. As a result, I am considering removing the existing CAPWAP support in order to focus on more common use cases.
