However, the reason code in the packet_in was OFPR_ACTION (0x01)
rather than OFPR_NO_MATCH (0x00).
An OFPAT_OUTPUT action that outputs to OFPP_CONTROLLER generates an
packet_in with reason=OFPR_ACTION and buffer_id=0xffffffff. Therefore
you are seeing expected behavior.
