If you don't need to use in-band control for IPv6, you can just let
these functions return 0.  (If you do need in-band control for IPv6,
then you need to do a lot more design work--see DESIGN and
ofproto/in-band.c.)

Handling ICMPv6 instead of ARP for example, not only for resolving IPs into MACs but also for DAD. *nod*

But its good to see that this "in-band" logic is completely done with OpenVSwitch rules, this makes it easier to duplicate this "have a local port" for other daemons.
