Could you dump the flows by ovs-ofctl dump-flows command and post here? Let's check the flow entry first.

IP address of VM1 is 192.168.1.1 and IP address of VM2 is 192.168.1.2. No IP was set to nic attached to OVS. I wanted to ping from VM1 to VM2 through the OVS, however ping traffic can one get in from one side of OVS but cannot come out from the other side.
