I am using OVS 2.3.0 which supports both 1.0 and 1.3, do I need to advertise 
the variant used by my switch to OVS? If yes, then how?

I don't recommend using anything from wdp for anything.  It is a dead
branch.  The last commit was over 4 years ago.  It lacks 8,320 commits
found on master.  Don't use it.

Still, ovs-ofctl from wdp should interoperate.

wdp only supports OpenFlow 1.0.
