There were certainly CS departments before 1965 :

We (Newcastle) started teaching postgrad in 1960 (probably an MSc course) and 
undergraduate in 1969. The department was started in 1957.

Undergraduate teaching in CS is much younger than postgraduate (as I may have already 
said in a message which may or may nto have gone out - damn these web based mail 
interfaces). Edinburgh's first UG degree was awarded in 1973 (I know because I got 
mine in 1974)
