Can anyone recommend books or papers that talk about teaching programming?
I think you need to be a bit more specific about what you want
to know, the general answer is to check the papers from:

to name a few. As for books, you could check out "Computer
science education research. Sally Fincher and Marian Petre.

there should also be one or more two in preparation + various
already published books about specific issues.
