Libtool and its libltdl are now built as "tool" within OpenWrt, so it is guaranteed to be ready and installed into staging_dir/host/ before the first package is crosscompiled, therfore there is no need to explicitely specify this dependency anymore, in fact it does not exist anymore. The package/libtool/ remainder is just a crossbuild of libltdl which packages can depend on.
