One more comment:
In pads.fpd, the outline measurement has no obvious geometric
significance.
If you want to measure the diameter using these two points, you
could use an unprojected measurement ("Add a measurement")
instead of the one projected on the X axis ("Add a horizontal
measurement").
If you do that, I think it would also be first time we have a
measurement that's not boringly parallel to an axis :-)
