I find this a completely reasonable, and very human basic
understanding of "this is how software and tech should be introduced
into society" - especially in education of any kind.
Is that the official wording in your documents?
The official wording is in Danish, but that's the only difference. The
original is
"Uddannelsesstyrelsen skal have fuld brugsret og ubegrænset adgang til
den fulde kildekode, herunder dokumentation og afhængigheder, med
henblik på drift, vedligehold og videreudvikling.
Der må ikke være tekniske eller juridiske begrænsninger, der forhindrer
systemet i at blive videreført af anden leverandør."
